Job Purpose The Department ofCutural Affairs and Sport, Western Cape Government is looking for an individual to account for all financial transactions in the department. This position is available immediately and the appointment is scheduled for 1 November 2016. This position is based in Cape Town.
Minimum Requirements • 3-year tertiary qualification (B-Degree or National Diploma as recognised by SAQA) with a minimum of 5 years’ relevant experience.
Recommendation • Extensive experience in Cash Flow management.
• Extensive experience in the finalisation of the Appropriation Statement and Adjustments Estimate.
Key Performance Areas • Control of revenue and expenditure against appropriated funds, compilation of monthly analytical reports to management.
• Compilation of the monthly IYM report to Provincial Treasury and National department ito conditional grants.
• Co-ordinate, plan, compile and load the Adjustments Budget.
• Compilation of the Appropriation Account.
• Provide training and guidance regarding revenue and expenditure to all levels of management.
• Supervise personnel.
Competencies • Knowledge of Cash Flow Management.
• Knowledge of Adjustment Estimate and Appropriate Statement process.
• Excellent analytical skills.
• Advanced knowledge of Accounting Systems
• Skills in Mircosoft Office, with emphasis on Excel.
Remuneration R 311 784 – R 367 254 per annum (Salary level 9).

Note on remuneration:
Cost-to-employer (CTE) remuneration packages for certain occupation-specific dispensations (OSD), the middle-management service (MMS) and contract positions are inclusive of all costs related to service benefits or obligations including basic salary, 13th cheque, medical assistance, housing assistance, pension-fund contributions, etc.
MMS remuneration packages are flexible and may be individually structured as prescribed.
Where remuneration is not indicated as CTE, employees’ service benefits or obligations are funded or co-funded in terms of the applicable prescripts or collective agreements.
