Job Purpose The Department of Local Government , Western Cape Provincial Government is looking for an individual to render a communication service to the department and support active communication in municipalities. This position is based in Cape Town.
Minimum Requirements • 3-year tertiary qualification (B-Degree or National Diploma) as recognised by SAQA in (Communications, Journalism, Public Relations Marketing or Copywriting) with a minimum of 3 years’ relevant management experience.

Key Performance Areas • Provide a Departmental Communication Service
• Manage the human resources and budget of the sub-directorate within the strategic plan of the department and national guidelines • Provide support to individual municipalities in the development of municipal effective communication strategies and plans, to enhance participatory democracy • Ensure the assessment and the quality of communication in municipalities to improve citizens communication in compliance with legislative prescripts •Ensure monitoring and reporting on compliance to communication prescripts in municipalities, including maintaining a document database in paper format and electronic media on municipal communication processes, structures and systems that is accessible to all three spheres of government • Ensure access to municipal communication training and capacity building to ward committees, citizens and related stakeholders including certified training, learning events, and best practice sharing at metropolitan and district-based forums • Coordinate the development and on-going revision of municipal communication policy and guidelines across municipalities and related government institutions active in municipalities, disseminate public participation information to all relevant stakeholder
Competencies • Ability to analyse, promote, facilitate and implement communication methodologies in municipalities • Presentation skills • Knowledge of media and stakeholder relations management
• Knowledge of strategic management processes including strategic planning and performance management within government – including inter-sphere and cross sector planning • Project Management skills • Application of relevant legislature • Communication (verbal & written)
Remuneration R 726 276 – R 855 516 per annum (all-inclusive salary package) – Salary level 12.

Note on remuneration:
Cost-to-employer (CTE) remuneration packages for certain occupation-specific dispensations (OSD), the middle-management service (MMS) and contract positions are inclusive of all costs related to service benefits or obligations including basic salary, 13th cheque, medical assistance, housing assistance, pension-fund contributions, etc.
MMS remuneration packages are flexible and may be individually structured as prescribed.
Where remuneration is not indicated as CTE, employees’ service benefits or obligations are funded or co-funded in terms of the applicable prescripts or collective agreements.
